Dear ESE members,

does someone have informations about the EU content requirement in the new Conto Energia 5 effective from August 27? As far as I know, there will be a change to CE 4.

Thanks for your help.

The Conto Energia IV has a domestic content requirement stipulation where the payments were increased 10 per cent to PV plants whose cost of construction, excluding labour costs, is composed at 60% or more by components manufactured within the European Union.

As far as I know, the Conto Energia V has not added any domestic content requirements, especially in light of the international legal action against Ontario, Canada for its domestic content requirement. I am not 100% certain there are no new additions yet.

Dear Paul,
thanks for your prompt answer.

I must specify my request.
There is a premium for European Content in Conto Energia V. I am refering to this premium.
What is the requirement? I heard that there will be a change compared to Conto Energia IV where 60% of the value chain must be european content. Hence Module manufacturer outside Europe could claim Made in Europe because of the use of Wacker Silicon.

Regards Stefan

Sorry Stefan, I am unaware of the details of these changes at the moment, but as Conto Energia V comes into effect, I will learn more of the details. I will keep you posted on what I learn.

Viele Grüße,

Paul

Dear all,

according to the Decree and the just-released official Guidelines, in Conto Energia V there is still a Premium FIT for systems with "Made in EU" components. What changes from Conto Energia IV is both the amount of the Premium tariff and how is defined a "Made in EU" product.

- Premium "Made in EU" Tariff: no more 10% on Standard FIT, but +20 €/MWh for 2013, +10 €/MWh for 2014 and +5 €/MWh for 2015);

- requirements to be considered "Made in EU" for PV modules: manufactoring process made in EU Countries from stringing onward (no more allowed to manufacture extra-EU with made in EU cells/wafers)

Best,

Giuseppe
